of the International Competition of Informational Projects

for Foreign Media

The Honest View Media Award

1. General regulations
1.1. These Regulations govern the status and procedure of the International Competition of Information Projects for Foreign Mass Media (hereinafter referred to as the Competition).
1.2. Information and Educational Project (hereinafter - the Project / Competition Project) - is a cycle of works of information and journalistic direction, reflecting the author's position on the development of international information relations, improvement of quality and standard of living.
1.3 The Competition is conducted within the framework of implementation of a set of process activities "Information support of Russian projects and programs in the sphere of "Promotion of international development", including organization of information campaigns.
1.4 These Regulations define the subject matter of the Competition, the nominations, the requirements for the participants of the Competition and the Competition projects, the procedure of their submission to the Competition, the criteria for their selection and evaluation, the terms of the Competition.

2. Competition terms
Competitive Project - the result of intellectual work of an author or a group of authors, meeting the criteria of the Competition and submitted for participation in the Competition under the terms described in these Regulations.
Information material - a publication containing information about a project/projects with Russian participation, aimed at expanding economic, social and cultural cooperation, contributing to the strengthening of Russia’s influence and strengthening its position in the international space.
Application - information about the Participant/applicant, author (collective of authors), text, graphic materials and other materials submitted in electronic form through a special section on the Competition Website, representing the Competition project.
Participant of the Competition / Applicant - an individual, including individual entrepreneurs or self-employed citizens or legal entities, who have filled in the Form (electronic questionnaire of the Participant of the Competition) (registering) on the official website of the Competition and sent the Application to the email of the Competition.

3. Aims and objectives of the Competition
3.1
Purpose of the Competition:
- identifying and encouraging representatives of foreign media - authors of TV, radio and printed publications, as well as materials in the information and telecommunication network of the Internet for objective and comprehensive coverage of humanitarian projects with Russian participation, aimed at expanding economic, social and cultural cooperation;
- Raising public awareness in foreign countries through the media, Internet publications and social networks about Russia’s role and participation in joint economic, social and cultural projects aimed at improving the quality of life;
- promotion of international cooperation and implementation of joint humanitarian projects.
3.2
Objectives of the Competition - attracting informational projects and authors (publications in mass media and social networks), contributing to the international development of relations between Russia and friendly countries.

4. Organizer of the Competition
4.1 The organizer of the Competition is the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo).

5. Procedure and conditions of the Competition
5.1 Applications are accepted from October 1, 2022 to November 1, 2022.
5.2 Applications and Competition projects for participation in the Competition are sent by e-mail: award@honestview.ru.
5.3 In order to take part in the Competition, the Applicant must:
- register on the official Website of the Competition: honestview.ru;
- fill in the electronic questionnaire of the Participant of the Competition, sign, seal (for legal entities/individual entrepreneurs) and send it to the e-mail of the Competition: award@honestview.ru;
- in case of changes in the data, details of the legal entity during the period of the Competition, the Participant of the Competition shall notify the Organizer of the Competition in writing within 5 (five) working days from the date of such changes and provide supporting documents to the Competition e-mail.

6. Requirements to participants of the Competition
6.1 Participation in the Competition is allowed:
- legal entities registered on the territory of the countries where the Competition is held (editorial boards of the mass media, including television, radio, Internet publications, printed media);
- physical persons, citizens living in the countries where the contest is held, who are at least 18 years old, self-employed citizens (individual authors, including photojournalists, bloggers), registered in the territory of the countries where the contest is held.
6.2 An applicant gains the status of Participant of the Competition after registering on the official website of the Competition: honestview.ru, providing a package of documents provided for in paragraph. 7.3 of these Regulations and the Competition projects stipulated by Art. 7 of these Regulations, to the e-mail of the organizer of the Competition: award@honestview.ru, subject to compliance with the requirements of these Regulations.

7. Requirements of informational materials
7.1 Information and education projects published during the period from November 1, 2021 to November 1, 2022 are eligible for participation in the Competition.
7.2 The Competition project must correspond to the theme and nominations of the Competition.
7.3 Requirements for the format of the Competition project submission:
7.3.1 Print media applicants submit scanned copies of materials in electronic form, saved in chronological order.
7.3.2 Applicants from TV companies shall provide video materials (clips) which must meet the following parameters: video format - 720 × 576, PAL; media container - AVI, MOV, MP4; audio sample rate - 32,000 to 48,000 Hz; timekeeping - 30 seconds. Each video is submitted as a separate file (blocks are not accepted). When using musical accompaniment, it is obligatory to write the author of music and lyrics and to observe copyrights.
7.3.3 Applicants from radio companies shall submit audio materials of radio programs and radio items lasting not less than 30 seconds, broadcasting references and text transcripts of audio materials.
7.3.4 Applicants from the Internet media provide links and screenshots of Internet pages.
7.3.5 Applicants for photographic projects submit photographs in electronic format (TIFF, JPEG, GIF with a resolution not lower than 600 dpi, size not less than 3 MB) no less than 10 authors’ works.
7.3.6 Applicants for projects from social media (blogs, communities and groups, YouTube channels) provide links and screenshots of pages posted on the Internet.
7.4 All Competition projects submitted to the Competition must be the works of authorship of the Competition Participants. Submission of Competition projects encumbered by the rights of third parties is not allowed.
7.5 Competition projects must not contain texts, videos and images of sexual nature, violence, discrimination, vandalism, reflecting the physical suffering of people and animals; information that in any form degrades the dignity of a person or a particular national group of people.
7.6 Competition projects submitted to the Competition, their content, plot, action of stage persons and characters must not contradict the current legislation of the Russian Federation. Excluded: information about sponsors; names of political figures and parties; religious figures and movements; advertising, scenes of vandalism, violence against people and animals; humiliation of the dignity of an individual or a particular national group; obscene and offensive language.

8. Criteria for selection and evaluation of information materials provided
8.1 Selection and evaluation of the Competition projects are carried out, considering the following criteria:
- Compliance of the project with the theme of the Competition;
- disclosure of the theme of the nomination in which the project is presented;
- relevance and significance of the material;
- clarity of the statement of the problem in the project and the depth of its elaboration;
- craftsmanship in presenting the material;
- social orientation of the project (solution of social and humanitarian issues);
- constructiveness, positive position of the author in international relations.
8.2 Selection and evaluation of Competition projects shall be carried out by the Jury members independently, individually and independently, by awarding points on the criteria listed above. Then the scores for all criteria are summed up among themselves. Under the final scores, the Jury shall determine the Winners and Prize Winners in each of the categories of the Competition. The results of the evaluation of the Competition projects are recorded in the Protocol, which is signed by the Chairman and members of the Jury of the Competition. The results of the Competition and the minutes of the Jury of the Competition are stored on the official website of the Competition: honestview.ru.

9. Summing up the results of the Competition
9.1 Consideration of the submitted Competition projects, identification of the Winners and Prize winners of the Competition is determined by the Jury of the Competition from November 25, 2022. to December 1, 2022.
9.2 The Jury members shall act as experts performing an independent evaluation of the Competition projects submitted by the Competition Participants and determine the Winners and Prize winners in each of the nominations.
9.3 The results of the Competition shall be drawn up in minutes, which shall be signed by the Chairman and members of the Jury of the Competition.
9.4 The minutes of the results of the Competition with a complete list of the Winners and Prize winners of the Competition shall be posted on the official website of the Competition: honestview.ru.

10. Composition of the Competition Organizing Committee
10.1 The composition of the Competition Organizing Committee shall be formed and approved by order of the Competition Organizer. The composition of the Organizing Committee includes representatives of the state (federal) authorities.
10.2 The organizer of the Competition notifies the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) of the composition of the Organizing Committee.
10.3 The Organizing Committee shall coordinate the work on the preparation and holding of the Competition, as well as summarize the results of the Competition.

11. Composition of the Competition Jury
11.1 The Jury of the Competition is formed by the Organizing Committee and the Organizer of the Competition.
11.2 The Jury of the Competition includes representatives of the expert and journalistic communities, heads and editors-in-chief of the media, experts in the field of international cooperation.
11.3 The composition of the Competition Jury shall be approved by the Competition Organizing Committee by signing the minutes of the composition of the Competition Jury.
11.4 The organizer of the Competition notifies the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) about the composition of the Competition jury.
11.5 The Chairman of the Competition Jury shall be determined by the Competition Organizing Committee.
11.6 The composition of the Jury of the Competition is published on the official website of the Competition: honestview.ru.

12. Nominations for the Competition
12.1 The Competition nominations are developed in accordance with the goals and objectives of the Competition. Within the framework of the Competition the following nominations are provided:
1. High-tech manufacturing.
2. Development of territories.
3. Social/humanitarian problems.
4. International cultural partnership with Russia.
5. Promising industries.

13. Awarding the winners of the Competition, including payment of a cash prize
13.1 Creation of a prize fund.
The prize fund is established by the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) as valuable prizes and award symbols (diplomas and statuettes) as well as money prizes for each nomination equal to 400 000 rubles (four hundred thousand rubles). The Organizing Committee may assist in selecting a partner bank for converting the money into the national currency of the winners.
13.2 The winners and prizewinners of the Competition shall be determined by a decision of the Jury of the Competition drawn up as a Protocol.
13.3 The awarding of prizes to the Winners and Prize winners shall be carried out after summing up the results of the Competition.
13.4 The results of the Competition shall be approved by the decision of the Organizing Committee.
13.5 The Winners and Prize-winners of the Competition shall be awarded as a ceremony in Moscow.
13.6 Contestants who shall be awarded second and third prizes shall be awarded diplomas “Prizewinner of the Competition” showing the place taken (II, III) and other non-financial prizes at the discretion of the Competition Organizer.
13.9 All other Participants of the Competition shall be sent letters of appreciation and certificates.
13.10. The best Competition projects of photojournalists - participants of the Competition will be presented at an online exhibition on the official Website of the Competition.
The posted works of the photojournalists from the Competition projects will contain information about the Competition project and the author.
13.11. The Organizer of the Competition is not responsible for the additional costs of the Competition Participants that may arise in receiving cash prizes and other prizes.
13.12. If it is impossible to establish contact with the selected potential Winner, his/her non-compliance or refusal to meet the requirements of the Competition, the prize may be withdrawn and, at the discretion of the Organizer of the Competition, awarded to the Prize Winner who took 2nd place, and if it is impossible to establish contact with the Prize Winner who took 2nd place, the prize may be awarded to the Prize Winner who took 3rd place.
13.13. Prizes shall be awarded personally to the Participants of the Competition who submitted the winning Competition projects and, as a general rule, shall not be transferred to other persons. All prizes shall be awarded subject to availability, may be changed at any time, the Competition Organizer may provide other prizes of equal value.
13.14. Prizes, except for cash prizes, can be sent to the Participants of the Competition by post by means of a transportation company or any other courier service convenient for the Organizer of the Competition, or handed over personally to the Prize winners during the Ceremony.
14. Copyright and exclusive right
14.1 The Organizer of the Competition and the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) do not claim the ownership and exclusive right to the Competition projects submitted to the Competition by the Participants.
14.2 The Organizer of the Competition and the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) have the right to use all the Competition projects in whole or in part for non-commercial purposes for publications, exhibitions, advertising of the Competition in the media, social advertising, printed publications, with the copyright remaining with the Participant of the Competition.
14.3 The Participant of the Competition who sent this Competition project to the Competition is responsible for observing the copyright to the materials of the Competition project taking part in the Competition. By sending the Competitive Project to the Competition, the author/right holder confirms his/her consent to the use of the materials sent by him/her as part of the Competitive Project without payment of royalties under the legislation of the Russian Federation.
14.4 In the case of claims by third parties related to placing materials, as part of the Competition project, on the official website of the Competition, as well as the subsequent use of materials, as part of the Competition project, submitted under these Regulations, the Participant of the Competition undertakes to resolve these claims with the third parties at their own cost and expense.

15. Other terms and conditions
15.1 The Competition Website is prohibited:

- insults and threats to the Competition Participants and visitors to the Website;
- expressions containing swear words, humiliating human dignity, inciting interethnic and interreligious discord;
- spam, advertising of any goods and services, as well as any comments not related to the context of the Competition.
15.2 The Organizer of the Competition reserves the right not to accept for publication or to delete any materials as a part of the Competition project, the Participant of the Competition for any justified reason.
15.3 The Organizer of the Competition is not responsible for the materials in the Competition Project that are not received because of any technical failures. The Organizer of the Competition is not responsible for inaccurate or unreliable information because of the actions of the Participants of the Competition or the actions of any other persons or as a result of the failure of any equipment or program associated with or used in the Competition.
15.4 If this Competition cannot be held under the plans for any reason as a result of infection with a computer virus, software or hardware errors, forgery of software and documents, unauthorized interference, fraud, technical problems or for other reasons beyond the control of the Organizer of the Competition, violating or distorting management, security, fairness, honesty or proper conduct of this Competition, the Organizer of the Competition reserves the right, at its sole discretion, to disqualify any person who has forged an application or cancel, terminate, modify or suspend the Competition.
15.5 The Competition Organizer assumes no responsibility or liability for any errors, omissions, irregularities, deletions, damages, delays in operation or transmission, damage to communication lines, theft, destruction, unauthorized access or changes to entries. The Organizer of the Competition does not assume and is not responsible for any problems or technical malfunction of any telephone networks or telephone lines, online computer systems, servers or providers, computer equipment, software, failure to receive any mail messages or entries by the Organizer of the Competition because of technical failures, operator errors or network traffic overloads on the Internet or any Internet site or any combination thereof, including any damage or loss caused by computer.
15.6 The submission of materials as part of the Competition project for the Competition makes up the consent of the Participant of the Competition to all conditions of the Competition set forth in these Regulations.

16. Final Regulations
16.1 The Organizer of the Competition reserves the right to change these Regulations unilaterally without prior notice to Participants of the Competition. The Organizer of the Competition publishes the new Regulations on the official website of the Competition: honestview.ru in the Personal Office of each registered Participant of the Competition in the “Information” section. Changes made to these Regulations will take effect from the moment they are published on the official website of the Competition: honestview.ru in the relevant sections.
